Technology Lending Policy

Adopted January 2024 • Revised September 2025

Borrowing

Technology Lending Library (TLL) equipment can be checked out by students currently enrolled in a course with library cards in good standing. Students agree to the device terms and conditions when checking out equipment. A librarian will verify identity and confirm enrollment prior to checkout. TLL equipment is not intended for faculty/staff use.

Students with lost, damaged or claims returned TLL items are not eligible to borrow additional TLL items.

Students must pick up and return the equipment in person at the GCC library. In the case of extenuating circumstances, we will mail hotspots and Chromebooks to students. Please see the Technology Delivery Policy for additional information.

All work on all devices should be saved to an external device, cloud service or Google Drive. Once returned, all patron data will be deleted.

Use of all TLL equipment must follow the GCC Information Technology Department Acceptable Use Policy.

The safety and care of equipment is the sole responsibility of the borrower upon check out.

Lending Periods

Equipment circulates for the academic term. Students may place a hold to reserve TLL equipment at any time. Equipment can be checked out beginning one week before the semester begins or during an in-person orientation event. Equipment on the holds shelf may expire after 7 days.

TLL equipment is due the day after the last day of classes for the semester. Students are also required to return all equipment in the event that they withdraw from all their classes during the semester, in which case equipment is due a week after the withdrawal date.

Library equipment can be returned during regular library hours. Please visit the library website for hour details and exceptions.

Renewals

All TLL equipment must be returned at the end of each Fall, Spring, and Summer II semesters, as well as when a student is no longer enrolled in classes. This is to ensure that equipment receives essential maintenance and updates.

If a student has an incomplete for a class, TLL items can be renewed until the agreed upon date of completion for the course. The incomplete must show in MyGCC for due dates to be extended. The date cannot be past the Incomplete (“IN”) grades converted to “F” date in the fall or spring semester following the original due date.

Returns

Equipment must be returned in person. Mail returns are only available if the student received the equipment in that way (please see the Technology Delivery Policy for additional information). Curbside dropoff is available during normal library hours. Equipment must be returned with all chargers, cases, and accessories that were present at the time of lending.

Failure to return an item or accessories, as well as damage or tampering with equipment and/or its accessories, will result in a bill and a hold on the student’s college account. This can impact registration, grades, transcripts, diplomas, and certificates. The hold will be lifted when items are returned and/or replacement costs are paid.

After equipment is returned, library staff follow a detailed set of procedures to ensure equipment is clean, undamaged, and free of all patron data before lending to the next patron. This process can take some time to complete. Patron data is anonymized after an item is checked in, so equipment may remain on a student’s library account for up to 2 business days after an item is returned to ensure that we are able to contact a patron if we encounter any problems. Automatic overdue notices may be generated by our system during that time, and can be ignored by the patron.

If a student would like a receipt of return, library staff can send an email to the student’s college email upon request.

Overdues and Equipment Shut-Offs

Students receive automatically generated email notices 2 days before items are due back, when they are overdue (14 days after the due date), and when items are marked as lost by our library system (28 days after the due date). These notices contain the item replacement cost.

Additionally, library staff will call, text, and send patrons letters in the mail about overdue TLL items. The first letter is sent after equipment is 14 days overdue. The second letter includes a bill notice with the replacement cost and is sent after equipment is 28 days overdue, and the items are marked as lost.

After an item is overdue by a week and a patron has been contacted by email and phone, Wi-Fi hotspots and Chromebooks will be suspended, and these items will cease to work. If a patron reaches out and can prove enrollment in classes, the equipment can be turned back on.

After a Chromebook or hotspot is overdue by one semester, the service will be permanently canceled and cannot be reactivated.

Students with lost or claims returned TLL items are not eligible to borrow additional TLL items. Additionally, the library will place a hold on your college account, which can impact registration, grades, transcripts, diplomas and certificates, until the Library account is satisfied.

Students can clear their accounts by returning items or paying the replacement cost. Replacement costs can be paid via a credit card (in the library catalog) or check (in person or by mail). Cash and replacement items are not accepted. Students are not charged for overdue equipment that is returned without damage.

Damaged Items or Lost Components

Items must be returned in the condition they were lent, and with all cases, chargers, and accessories included. If an item is returned with damaged or missing parts, library and/or IT staff will assess the cost to fix or replace the item(s). Students will be notified ASAP when items are found damaged or lost, and the original TLL item will remain checked out on their library account.

One week after the initial library communication, the cost for the missing or damaged items will be added to the student’s library account and the original TLL item will be checked in. The student will not be eligible to check out additional TLL items until the lost items are returned and/or replacement costs are paid. Replacement costs can be paid via a credit card (in the library catalog) or check (in person or by mail). Cash and replacement items are not accepted.
